The report was released by the Vietnam Chamber of Commerce and Industry (VCCI) and the United States Agency for International Development (USAID) on March 14.

Da Nang led the country with 70 points, followed by Quang Ninh (65.60 points), Dong Thap (64.69 points), Binh Duong (63.57 points), and Lao Cai (63.45 points).

Ho Chi Minh City took the 8th place while Hanoi stood at the 14th position.

The 2016 PCI report was based on a survey of 11,600 enterprises, including more than 10,000 small and medium-sized private businesses that are operating in 63 provinces and cities in the country and nearly 1,600 foreign invested enterprises from 14 localities nationwide. It also reflected a good sign of prosperity for small and medium-sized private businesses.
