Ho Chi Minh City took the 8th place while Hanoi stood at the 14th position.

The 2016 PCI report was based on a survey of 11,600 enterprises, including more than 10,000 small and medium-sized private businesses that are operating in 63 provinces and cities in the country and nearly 1,600 foreign invested enterprises from 14 localities nationwide.
