The head of the Ministry of Education and Training’s Planning and Finance Department, Nguyen Van Ngu, yesterday warned private universities and colleges they will be penalized if they raise tuition fees before getting the government’s nod.

The government is working on a plan to increase fees by the second semester of the 2008-09 academic year.

The ministry will make an inspection to find out which schools have already put up fees.
