Four public infirmaries including Bach Mai, Viet Duc Friendship, and Cancer in Hanoi and Cho Ray in Ho Chi Minh City in the pilot project are self-financing facilities as per the government’s decision No. 33/NQ-CP.
The pilot project aims to develop their activeness and proper utilization of resources in improving treatment and healthcare mission as well as raise quality of hi-tech center to serve both Vietnamese and foreign patients.
Moreover, these hospitals ought to ensure benefits of insured patients, beneficiaries of top welfare, poor patients during treatment procedure.
Once they become self-financing facilities, hospital managers can decide its scale to satisfy patients’ demand and can formulate its own plan provided that it parallels with the Ministry’s regulations and hospitals’ condition.
Regarding hospital structure and personnel, Health Minister asked these hospitals to set up a managing board and present director is appointed to be chairman of the managing board cum director in two years according to the pilot project approved by the government.
During two years, managing board can re-structure hospital wards by emerging wards, separating wards, transferring doctors from wards to wards.
Concerning prices of medical services, hospitals ought to follow the Ministry’s prices for those pay for services and insured patients. Hospitals must publicize prices of medical services.
The government’s decision takes effect from May 19, 2019.
