Tran Van Thao, deputy director of Children Hospital No.2 said that the hospital has invited bids for contract of their parking lot.

The contract includes a clause between the hospital and the management of the parking lot that will stipulate that State regulations.

As a result, if the management of the parking lot is caught over-charging, the hospital will issue a warning and if the warning still goes unheeded the hospital can legally end the contract and invite another bid.

Nguyen Thanh Binh, chief inspector from the Department of Finance, said that the department is now working with District People’s Committees to establish an inspectorate to monitor all parking lots throughout HCMC.

Those parking lots not publicly displaying their rates and charges will be fined from VND500,000-1,000,000. Those caught over-charging will be liable to pay a fine from VND2-10 million.

In case parking lots disregard warnings and continue to repeat violations, the newly established inspectorate will consult the District People’s Committees and revoke licenses of the offenders.

The department will propose to the City People’s Committee to remind and task District People’s Committees to monitor and ensure that parking lots at administrative offices allow free parking and not charge parking fees.

Tran Vinh Tuyen, chairman of the People’s Committee in District 1, said that they have posted hotline numbers of all the Ward People’s Committees at all parking lots in the district.

The district will immediately revoke the license of any parking lot caught violating regulations and invite another bid for the parking space.

The district will also propose to the City People’s Committee to revoke licenses of parking lots at commercial centers and buildings in the district if they are caught extracting exorbitant parking fees.
