Secretary of the Ho Chi Minh City Party Committee Dinh La Thang on February 15 instructed to set up a hotline so that residents can directly contact him, in an effort to listen to genuine opinions and confidential suggestions for the city’s development.
“HCMC leaders are willing to receive opinions and talk to local residents about things related to the city’s development and their lives,” said Mr. Thang at a meeting by the city Party Standing Committee on works during the last Tet holidays and missions this year.
He proposed the Party Committee’s Propaganda and Education Department and related agencies to create the most advantageous conditions for the press, to convey information about activities of the Party and People's Committees so that they can supervise the city’s leaders.
Relevant agencies must provide more transparent and public information to the press and citizens, he instructed.
Mr. Thang asked public servants to stop all greeting activities as the Tet holidays have ended and immediately resume their services to prevent residents from having to wait for them.
He appraised local authorities and relevant agencies for their material and spiritual care to families under preferential treatment policies and the poor during the holidays; sent his sincere gratitude to workers, officials and armed forces for fulfilling their missions to protect citizens to celebrate a safe and happy Tet holidays.
This year, he instructed to immediately implement breakthrough programs defined at the 10th congress of the Party Committee.

The once operated robber hunting squad should be re-established for this purpose, the HCMC party chief suggested.
The second important thing is to improve living environment, it must become greener, cleaner and more beautiful, he said.
To do the above-mentioned things, the Ho Chi Minh Communist Youth Union and other political and social organizations should join hands to regularly launch movements mobilizing citizens especially the youth to participate in environmental protection, he added.
Mr. Thang ordered the Department of Transport, traffic police and other agencies to take faster actions in dealing with traffic jam.
They can propose to appoint contractors for key traffic works to speed up progress and terminate behind schedule projects, he said. He urged them to do anything they can to solve the issue as soon as possible.
Mr. Thang asked relevant departments to specify mechanisms assigning specific responsibilities to the city People’s Committee in administrative reform. The committee should decentralize departments, transfer more authority to local authorities to solve related issues faster instead of waiting for instructions, he stressed.
In addition, he instructed to focus on building e-Government to minimize direct contact between residents, businesses and civil servants and officials to exterminate inconveniences.
He urged agencies to listen to businesses' opinions and solve their difficulties.
Policies should be improved and supplemented to attract and effectively use investment capital to develop technical infrastructure system, encourage attendance of more economic sectors.
Revenue from letting out land, offices, factories and premises should be used for building urban infrastructures. The role of the HCMC Finance and Investment Company should be promoted to create a breakthrough in raising capital for that purpose.
The city People’s Committee and authorized agencies should review current regulations, adjust those outdated and unsuitable and propose specific mechanisms for HCMC development.
HCMC must be brave to escape from old ways of doing things to encourage local residents and businesses’ creativeness, promote their ownership right and mobilize brainpower from all classes of citizens to develop the city, he concluded.
