HCMC continues advancing on city budget for 1st metro line

In order to solve difficulties for the first metro line Ben Thanh-Suoi Tien, deputy chairman of HCMC People’s Committee Tran Vinh Tuyen has required HCMC Urban Railway Management Board (MAUR) to fully prepare documents related to total investment capital adjustment according to the Politburo’s conclusion in December last year.

The Department of Finance has been asked to work with relevant agencies to consider the proposal by MAUR about advancing on the city budget to make payment to contractors and report to the standing board of the city People’s Committee.
MAUR should implement the committee’s January made requirement on disbursement for bid packages of the project. The Department of Transport should urgently conduct quality verification of diaphragm walls which thickness has been reduced from two meters to 1.5 meters under CP1a bid package in association with the requirement by the city People’s Committee chairman.
The Department of Justice should coordinate with relevant sides to assist MAUR to solve disputes with contractor joint venture SSC according to the current law. The Department of Finance should consider the proposal by MAUR about advance for the board’s operating funds in 2019.
Referring to the progress of the second metro line Ben Thanh-Tham Luong, Mr. Tran Vinh Tuyen assigned the city’s Compensation Assessment Council to consult the city People’s Committee on this matter; send a document to Asian Development Bank (ADB) about negotiation contents on updated resettlement plan and explanation responsibility mechanism; report to the Prime Minister on authorization for the city People’s Committee to approve updated compensation policy framework and resettlement plan for the project.
Site clearance groups in districts should take the initiative in working with relevant sides to review the legal of compensation and site clearance of the project. That aims to be ready to restart compensation work right after the Prime Minister makes direction on total investment capital change and ensure progress.
The HCMC Urban Railway Management Board should discuss with individual consultant (IC) on the extension and new signing of contracts within its jurisdiction. Difficulties beyond the board’s jurisdiction should be reported to the Department of Planning and Investment to propose solutions to the city People’s Committee.
The Department of Planning and Investment should work with relevant agencies to consult the committee on capital arrangement to implement individual consultant contract in 2019 to solve works of the project in line with the project’s implementation time approved by the PM at Decision 1286 on August 28, 2017.
MAUR will continue doing auction procedures for main big packages of the project after legal basic is done for capital adjustment and updated contractor picking plan in accordance with the city People’s Committee letter to sponsors and ensure the progress, efficiency and quality of the project.
