HCMC materializes Party resolutions for breakthrough development

Secretary of the HCMC Party Committee Dinh La Thang has affirmed the legitimate target of developing the city into a hub of economics, finance, commerce and science and technology in the Southeast Asia region.

In a New Year interview with Sai Gon Giai Phong Newspaper, the secretary said that the reaching of the target was not easy and needed time. The city must perform six below missions.
 
First of all, HCMC authorities need to concretize measures to perform seven breakthrough programs designed by the resolution of the 10th Party Committee. Targets, missions and solutions should be specified for each year. Responsibilities must be assigned clearly to authorized agencies, district authorities and relevant sides to implement their assignments, closely supervise and inspect the process.
 
Of these, the city determines to create obvious changes in solving traffic jam, waste, wastewater, environmental pollution, flooding, food safety and hygiene problems, hospital and school overloading; combating crimes, fires and explosions and carrying out city urban planning and development projects.
 
Second, he prompts the city to build a breakthrough mechanism project to develop quickly, comprehensively and steadily; well play the role as the center of the southern region and the country and perform the Politburo’s resolution on directions and missions to develop by 2020.
 
City leaders would complete and submit to the Government and the Prime Minister projects on pilot breakthrough policies to increase decentralization and proxy for the city People’s Committee under the jurisdiction of the Government, the PM and ministries.
 
The city itself will give districts more administrative power in accordance with specific assignments to raise their initiative and responsibility in doing their duties and solving local problems.
 
Thirdly, HCMC will focus on effectively performing major solutions to improve business and investment environment, making it really transparent and convenient; enhance competing ability; proactively grasp and solve difficulties of businesses as well as legitimate and legal expectations of citizens; support and boost startups.
 
The fourth mission is to build and carry out explicit measures to restructure budget suiting practice, diversify and strongly attract non-state resources for investment and development.
 
Fifthly, the municipal authorities will foster administrative reform; heighten the responsibility, morality and discipline of officials and cadres in instructing and enforcing assignments.
 
Sixthly, they will comprehensively and basically reform education and training in association with improving human resource quality, develop into a high-quality education and training center of the country and Southeast Asia.

In addition, food safety and hygiene project will be quickly implemented and quality will be improved for campaign ‘The entire people unite to build cultural life in wards, communes’ and movement ‘For a clean, beautiful, civilized and safe city.’
 
Seventhly, HCMC will ensure good implementation of national defense missions, uphold political and security stability, ensure social order and safety, increase the efficiency of citizen reception and complaints and denouncements'solving, drastically reduce crimes, maintain peaceful and safe living environment for citizens and visitors.
