HCMC petitions to have full authority over metro construction

People’s Committee in Ho Chi Minh City has petitioned the central government to give the city and neighbouring provinces full authorization to decide various important procedures, mechanism, and policies regarding the construction of its metro projects.

For instance, there have been so many hiccups along the construction of Ben Thanh – Suoi Tien metro line after 12 years since construction started, its completion date remains uncertain because of capital shortage.
Sluggish land clearance and adjustments to the line’s original design for better connection with future metro lines were named as reasons for the delay of Ben Thanh metro line in district 1. Therefore, the first metro line will delay until 2020. The project has been delayed for third time.
Accordingly, to speed up its construction pace of metro projects in the future, in its document to the Ministry of Transport, People’s Committee in HCMC petitioned the central government to give HCM and neighbouring provinces full authorization to decide various important procedures, mechanism, and policies regarding the construction of its metro projects.
Once the city has full authorization, it will beef up the construction speed to avoid capital increase and adjustment of design. The construction of the metro route No.1 started in March, 2007 and it was scheduled to open in 2020.
The project was firstly approved a proposed capital of JPY126,582; however, after adjustment and detailed calculation, HCMC authorities decided to approve JPY236,626 for the project.
