HCMC is ranked as the most attractive investment destination, according to provincial competitive index (PCI) 2016 results in field of economic management quality for business development with 19 percent of respondents choosing to invest in HCMC, 13 percent choosing Da Nang and 9.6 percent saying Hanoi.

However HCMC was ranked 8th in common PCI compared to other provinces and cities in the country. Da Nang was ranked first, followed by Quang Ninh, Dong Thap, Binh Duong, Lao Cai, Vinh Long and Thai Nguyen.
HCMC saw an increase in ten indicators of PCI covering market integration, land access, transparency, time cost, unofficial costs, fair competitiveness, the city government’s self motivation, business assistance services, labor training and legal institution.
PCI in Vietnam is designed by the Vietnam Chamber of Commerce and Industry and the US Agency for International Development-funded Vietnam Competitiveness Initiative to assess and rank the performance, capacity and willingness of provincial governments to develop business-friendly regulatory environments for private sector development.
