Secretary of Ho Chi Minh City Party Committee Dinh La Thang said that one of the city’s key tasks in the second half this year is to solve urgent requirements arising from the reality and meet legitimate aspirations of citizens.

At the sixth conference of the city Party Committee which wrapped up yesterday after one and half a day working, he said that despite many difficulties HCMC continued seeing moderately good economic growth in the first half this year.
However, the growth rate was on slowdown trend in some industries compared to the same period last year. For instance, public transport reduced 5.5 percent year, post and telecommunications 11 percent and foreign investment 35.1 percent.
Science and technology application in production and management was limited. Unlicensed house building still occurred. Street order and urban landscape saw some changes but unclear. There were still many shortcomings in land management and solving citizens’ urgent problems did not meet requirements.
He asked authorized agencies to take the initiative in working with central agencies and related local authorities on pilot implementation of breakthrough mechanisms to some problems arising from the city’s practice in the second half this year.
They should be proactive to work with Ba Ria-Vung Tau, Long An, Tay Ninh, Ben Tre and Tien Giang to implement the instruction by General Secretary Nguyen Phu Trong on regional connectivity and affairs related to the city.
The city will continue carrying out the Government’s resolution on business assistance and development by 2020, determine key fields which development need to be focused on to maximize the city’s resources and affirm the city’s role and central position to the country.
In addition, he urged agencies to be positive and proactive in implementing international trade policies, the Trans-Pacific Partnership, ASEAN Economic Community and Free Trade Agreements. They should study, supplement and change regulations within the city’s competence and promulgate new policies to assist businesses to cope with challenges, take advantage of opportunities and minimize risks from integration.
According to the secretary, it is needed to intensify administrative reform synchronously and closely at all government levels and agencies towards publicity and transparency, call on social investment in public services, shorten paper solving time and build e-government.
He required increase of decentralization and commission to raise the activeness and responsibility of agency and district leaders to prevent them from blaming each other.
Mr. Thang asked to mobilize domestic and overseas resources, invite investors under Public-Private-Partnership to implement seven breakthrough programs and supply fresh water to 100 percent of households in the city by November this year.
Authorized agencies should drastically conduct urban planning measures, ensure street order, increase public restrooms, build the city green, clean and beautiful and organize culture, sport and amusement activities on big holidays.
He instructed secretaries of party committees, chairman of the HCMC People’s Committee and agency leaders to draw up specific action plans to conduct the resolution of the 12th National Party Congress. One of important measures is to increase leadership ability of party grassroots organizations and quality of cadres and party members.
