Former chairman of Binh Son Petrochemical Company prosecuted, detained

The Ministry of Public Security in the afternoon of May 10, announced that the Police Investigation Department under the Ministry of Public Security (C46) prosecuted, arrested Nguyen Hoai Giang - former Chairman of the Executive Board, Pham Xuan Quang - former Chief Accountant of Binh Son Refining and Petrochemical Co., Ltd, on the charge of “abusing position and power to appropriate assets.”

According to the notice, C46 is investigating the case of “abusing position and power to appropriate assets” at Binh Son Refining and Petrochemical Company Limited (BSR) and the Ocean Commercial Joint Stock Bank (OceanBank) basing on the  Criminal case lawsuit No. 55 / C46-P11 dated  September 13, 2017.  

The cases are under the direction of the Central Steering Committee for Corruption Prevention and Fight.

Based on the results of the investigation, on May 10, 2018, C46 issued the decisions on the prosecution and arrest of Nguyen Hoai Giang (born in 1968), and Pham Xuan Quang (born in 1980), along with a search warrant on the charge on "Abuse of position and authority to appropriate assets" under Article 355 of the Penal Code 2015.

At present, C46 is concentrating on clarifying the activities of defendants Nguyen Hoai Giang, Pham Xuan Quang and expanding the probe to other related personnel to regain public property.

Previously, in an event related to this case, basing on the investigation outcomes, the investigation police agency C46 issued on April 27, 2018 decisions on the prosecution and temporary detaining of Vu Manh Tung, former Deputy General Director of Binh Son Petrochemical Co., Ltd., on charges of "abuse of position and authority to appropriate property" along with a search warrant, under Article 355 of the 2015 Penal Code.
