Tran Huynh Duy Thuc was arrested on May 24 by officers from the Economic Security Protection Department at his house in Tan Binh District, Ho Chi Minh City.

Since last December OCI sold more than 245,000 prepaid cards (VietVoice and RingVoiz) using which people could call Vietnam from abroad, earning over VND3.4 billion (about US$200,000) in the process, the police said.

But this service was not licensed by the Ministry of Information and Communications.

The company, headquartered in District 3, also installed equipment at users’ homes and offices to facilitate phone-to-phone calling.

Recently the city Department of Information and Communications fined the company VND20 million (US$1,180) and ordered it to wind up its illegal service.
