14th National Assembly will be an action term: newly elected chairwoman

The 14th National Assembly will be a term of action which supervision will heed implementation of the NA’s post supervision proposals as well as the Government’s promises, said NA chairwoman Nguyen Thi Kim Ngan on July 23.

She was talking about three working fields of the 14th NA including legislation, supervision and decision of the country’s important matters at a meeting with press agencies a day after taking up office.

At the meeting attended by her deputies Uong Chu Luu, Tong Thi Phong and Do Ba Ty, Ms. Ngan said that interpellation will be renewed and the deliberation of the NA will intensify reasoning. The 14th NA will concentrate on deliberation not presentation.

On the focus of the supervision will be national administrative reform including apparatus organization, administrative procedures, public duties and servants. These aim to contribute in building a pure, strong and efficient administration and better serve citizens.

In addition, supervision will pay attention to environmental protection, food safety and hygiene, labor, employment and education and training to harmonize economic development with social welfare and environmental protection.

Talking about a demonstration bill, the NA chairwoman said that is an important bill needed to be studied thoroughly to ensure the harmony of many purposes. The 14th NA will seriously consider the draft law after the Government presented it.

Answering reporters’ questions about the central region’s mass fish deaths, Ms. Ngan said that Formosa is an expensive lesson to review all related problems. The constitution clearly regulates that citizens have the right to live in a healthy environment. Therefore, any organization or individual polluting the environment must bear responsibilities.

At present, the NA has no policy to set up a provisional committee on this issue.

The Government did work urgently in the right direction in the Formosa case, making the Taiwanese company to admit its mistake and pledge compensation. That was a complicated fighting process requiring scientific foundations and evidences, she said.
 
The NA will have a supervision program over the matter under suitable forms, she added.

According to the chairwoman, the 14th NA will promote experiences of her predecessors to well implement its competence in accordance with the constitution and the law. She and deputies will strive to improve the operation quality of the NA, make it the really united and creative organ acting for citizens’ benefits and national honor and pride.

Ms. Ngan said that she had worked with former NA chairman Nguyen Sinh Hung for many years and learnt many experiences from him. The most important things were his political stuff in front of difficult decisions, decisiveness and readiness to take responsibility.

She expressed sincere gratitude to press agencies and journalists for well conducting their mission of a bridge between the NA and residents and timely informing citizens of news from the NA.

She hoped press agencies and journalists to continue accompanying the NA and promised to instruct its organs to create the best conditions for them to operate.

“We will not deny the press any thing that we are allowed,” she said.
