Amendments to the Constitution to focus on development

National Assembly Chairman Nguyen Sinh Hung on Feb 21 chaired the second meeting of the NA Committee for drafting amendments to the Vietnam Constitution written in 1992.

He stressed that any amendments to the 1992 Constitution must meet the country's current development needs, forecast global and regional trends, serve the common cause of the whole country and people as well as comply with the resolution passed by the 11th National Congress of the Communist Party of Vietnam.

National Assembly Chairman Hung, who is also in charge of the Constitution Amendments Committee, added that drafting of amendments to the Constitution should be based on the ultimate goal of meeting long-term and sustainable development needs of Vietnam.

The draft amendments need to mobilise the people, affirm the nature of a State: of the people, by the people and for the people; and clarify Vietnam as a socialist country, he said.

Chairman Hung stressed the necessity for the draft amendments to affirm the legal status and lead role of the Communist Party of Vietnam and the close relations between the Party and the people.

Amendments to the constitution should create a driving force for national building and security, and focus more on human rights and responsibilities of the Vietnamese people. Thus the Constitution amendments are to fully consolidate the national solidarity and to mobilise the strengths of groups and individuals for the interest of the nation, he said.

Comrade Hung urged the committee’s members to review and offer opinions on the functions, responsibilities and basic organisation and operations of the legislative, executive and judicial bodies, and asked the members to contribute their ideas on the number of chapters and provisions in the Constitution.

After gathering opinions of all members of the committee, the draft amendment to the 1992 Constitution will be submitted to the National Assembly for further approval from all circles of people.
