General Secretary of the Communist Party of Viet Nam, Nguyen Phu Trong, hailed the city's achievements in reaching targets for the 2010-15 period set by its Party Congress.

Also attending were former Party general secretary Le Kha Phieu, former Party general secretary Nong Duc Manh, former president Tran Duc Luong, former president Nguyen Minh Triet, former Prime Minister Phan Van Khai and former chairman of the National Assembly Nguyen Van An.
The five-day Party Congress includes the participation of members of the Politburo and Ha Noi's Party Committee General Secretary Pham Quang Nghi, Deputy Prime Minister Pham Binh Minh, other high-ranking leaders, and 445 delegates representing 200,000 members of the Communist Party in the city.
"The city's achievements have been significant," Trong said.
With the development of the nation, region and world, HCM City, which had followed the policies of the State to overcome difficulties and brought benefits to its people, had also contributed to the success of the national 11th Party Congress resolution, he said.
During the past year, HCM City, a driving force in the southern region, contributed to the nation's stability and development.
Le Thanh Hai, a member of the Politburo and HCM City Party Committee's General Secretary, said that HCM City's economy had enjoyed a high growth rate, helping maintain the country's macroeconomic stability.
The annual GDP growth was estimated at 9.6 per cent, 1.66 times higher than the country's average rate.
Since 2013, the city's GDP has grown steadily. The annual growth rate of GDP per capita was reported at 12 per cent, reaching US$5,538 at the end of 2015, Hai said.
Last year, the city's contribution to the State budget was 30 per cent, two times higher than the period of 2006 and 2010.
The city met its poverty reduction target in the 2009-2015 period, two years ahead of schedule.
The rate of poor households with an annual per capita income of below VND16 million is 0.89 per cent of the city's population. And the rate of near-poor households with an annual per capita income of VND21 million is 2.39 per cent.
Addressing the Party Congress's opening ceremony, Le Hoang Quan, a member of the Central Party Committee, Deputy Secretary of HCM City's Party Committee and Chairman of HCM City's People's Committee, said that 8,000 opinions were sent to the city's Party Committee to prepare for the congress.
The congress, which has responsibility to the Party and city's people, will focus on discussing goals for the upcoming five year period, and grabbing opportunities and overcoming challenges in socio-economic development, Quan said.
General Secretary Trong said the city's economic growth rate during the past five years, however, had not matched its potential.
The progress of economic restructuring was still slow, while the quality of growth was still not up to standard, he said.
Human resources quality had not met development requirements, and the city's infrastructure still suffered from overloading, hindering economic development and the improvement of people's lives, he added.
For the next five years, the HCM City's Party Committee has set the annual target of GDP growth rate at 8-8.5 per cent, 1.5 times higher than the country's average rate.
The city's annual per capita income is expected to reach $9,800 during the period.
By 2020, the rate of trained workers would be 85 per cent. More than 625,000 people would be provided jobs and the unemployment rate would be kept under 4.5 per cent. All households in the city would be able to access clean water by 2020, under the plan's targets.
Making HCM City one of the major economic, financial, commercial and scientific hubs in Southeast Asia is a task of the city's Party and people, the Congress said.
In order to realise the targets, Trong asked participants at the congress to discuss seven topics, including awareness of the city's important role to the country; mobilisation of resources for the city's economic breakthrough; infrastructure development; human resource development; political stability; strengthening of Party development; and promotion of the strength of the people's union.
Central Agencies Bloc convenes Congress
The Party Organisation of the Central Agencies Bloc (CAB) convened the 12th congress for the 2015 – 2020 tenure in Ha Noi yesterday.
The CAB Party Organisation comprises 63 subordinate Party organisations of strategic bodies playing advisory and macro-managerial roles for the Party, State, Viet Nam Fatherland Front and people's organisations. They include more than 63,000 Party members and 680,000 public servants and workers, according to a report at the congress.
The event is scheduled to review five-year implementation outcomes of the resolutions of the CAB Party Organisation's 11th congress and set up missions for the 2015 – 2020 term.
Participants will also scrutinise and feedback on draft documents to be submitted to the 12th National Party Congress, slated for early 2016.
Officiating at the function, Politburo member and President Truong Tan Sang lauded the CAB's advisory efforts, especially in issues regarding doi moi (renovation), industrialisation, modernisation, international integration, socio-economic development, defence and security.
The CAB Party Organisation has contributed to Viet Nam's success in stabilising and restructuring the macro-economy, ensuring social welfare, enhancing the country's stature in the world, safeguarding territorial integrity, and defeating the schemes of hostile forces, he stressed.
The leader tasked the CAB Party Organisation with improving the advisory capacity of its agencies, staff and Party members in order to propose the best possible guidelines and policies on socio-economic development, defence and security maintenance, sovereignty and territorial integrity protection, external relations, and Party building.
The CAB Party Organisation must also step up inspections so as to deal with problems and violations, helping ensure discipline and unity within the Party, President Sang added.
Central Enterprises Bloc meets
On the same day, the second Party Congress of the Party Organisation of the Central Enterprises Bloc (CEB) opened in Ha Noi.
The CEB Party organisation comprises of 35 smaller Party organisations grouping 5,561 Party cells and more than 80,000 members.
Addressing the congress, Politburo member and Prime Minister Nguyen Tan Dung praised the efforts and success of the CEB Party Organisation in leading enterprises in the bloc to overcome difficulties and maintain their role in the economy over the past five years.
The enterprises serve as an important source for the Party and State to ensure demand-supply balance for essential goods, regulate interest rates in commercial banks, thus contributing greatly to stabilizing the macro-economy, ensuring social security and taking the economy to recovery and growth, the PM said.
At the same time, PM Dung requested the CEB Party Organisation to face their weaknesses and faults in order to take effective correcting measures. He emphasised slow restructuring and low business and production efficiency of enterprises in the bloc.
The PM suggested several key tasks for the CEP Party Organisation in the 2015-2020 tenure, one of which is to continue proposing mechanisms and policies to remove obstacles facing State-owned enterprises (SOE) to improve their competitiveness.
The Party organisation should also focus on directing the comprehensive restructuring of SOEs and the renovation of business administration and production technology.
In particular, he urged the CEB Party organisation to intensify Party-building efforts and try to build a contingent of capable officials for its enterprises.
In the 2015-2020 period, the CEB Party Organisation aims to renovate its leadership method and enhance its capacity.
It will also work to promote the key role of SOEs in the country's market economy.
10th HCMC Party Congress opens
