Transport Minister Dinh La Thang has called for immediate implementation of an annual toll fee on private vehicles and on all vehicular traffic plying within city limits during peak hours, to tackle the worsening traffic congestion.

That was the main issue under discussion at a press conference organized by the Ministry of Transport on Tuesday.
The toll issue created controversial opinions from both residents and experts, who said that the toll fee on automobiles and motorcycles would not help in reducing traffic jams. The fee was claimed by many to be too high while the traffic infrastructure was not fully developed.
According to Minister Thang, traffic jams have worsened, thus any measure which can curb the issue should be instantly implemented instead of waiting for a solution to resolve the problem. Till then, something was better than nothing.
The ministry’s proposal is matched with the Government’s instructions to quickly reduce traffic jams in big cities. This will be but one of several measures to tackle the problem, said Minister Thang.
Some delegates said that the toll fee overlapped with the road maintenance fee, to which Minister Thang said that the road maintenance fee was for maintenance of roads while the toll fee was for curbing traffic jams. Both are unrelated issues.
The toll fee would go straight into the State budget to reinvest in projects for road traffic improvement and safety.
