On the opening day, the committee reviewed the 2009 State budget balance-sheet with Chairman of the NA’s Financial and Budgetary Committee Phung Quoc Hien emphasizing sudden rises in State budget expenditure by a number of ministries, sectors and localities.

Although financial discipline has been tightened, wrong use of State budget for lending has still been found in various localities, affecting the efficiency and effectiveness of use of State budget, Mr. Hien said.

In their agenda, law makers are expected to discuss a draft ordinance on the management and use of weapons, explosives and support tools. The draft ordinance consists of six chapters and 40 articles.

They plan to look at the NA’s draft program on law and ordinance building in 2012 and proposals for the establishment of the Hanoi Military Procuracy.
