National Assembly Starts 8-Week Sitting

The 11th-tenure National Assembly (NA) started its ninth session in Ha Noi on May 16. During the sitting, scheduled to finish on June 30, the NA will discuss the implementation of the socio-economic development tasks and the State budget; hear reports on the supervision of several issues and the settlement of voters' petitions and answers to NA deputies' queries; and decide personnel matters and law making.

The NA sitting will pass 10 bills. During Question & Answer sessions, ministers will have to answer on the spot, without prepared answers in advance. One of the important tasks is to create more than eight million jobs in Viet Nam between this year and 2010.  

After the opening speech by NA Chairman Nguyen Van An, Party General Secretary Nong Duc Manh briefed NA deputies of the results of the 10th Party National Congress in late April.

General Secretary Manh said that the Congress was unanimous on the assessment that Viet Nam's 20-year renovation process had resulted in great achievements of historical significance, and the country has emerged out of a socio-economic crisis and undergone fundamental and comprehensive changes.

The Party and Government have drawn valuable experiences and lessons on management and leadership from the "Doi Moi" process, he said.

The Party leader noted that the Congress affirmed its great determination to raise the Party's leadership and combativeness, bring into play the entire people's strength, comprehensively promote the renovation process and take the country out of its underdeveloped status as soon as possible. He said this is the major topic for the Congress, and also the major orientation for ideological and practical activities of the Party and the people as a whole in the coming years.

After Mr. Manh, Deputy Prime Minister Nguyen Tan Dung delivered a report assessing the implementation of the 2005 socio-economic development tasks.

He said in 2005, the country fulfilled almost all targets and plans, made comprehensive achievements in socio-economic development, maintained national defense and security; and markedly improved its prestige in the international arena.

The overall goal of the 2006-2010 period is to accelerate the country’s economic growth, improve the development quality and push the country out of status of underdevelopment.

Six Major Groups of Solutions for 2006-10 Period

Increasing investment in the fields of power and energy saving, material production, electronics and computing, industrial supportive fields… Stress is placed on new technologies. Another priority is set up big-sized agricultural regions with high productivity and high technologies.

Developing businesses. Efforts will be maintained to re-organize State-owned enterprises, facilitate the private sector’s development and eliminate discrimination in business so that foreign companies will receive the same treatments. The one-price policy will be applied in all fields.

In finance: increasing transparency and effectiveness of management. The country’s financial resources will be allocated appropriately, focusing on major fields. Special attention will also be paid on managing Government debts.

The group of solutions on monetary issues, price and inflation. Flexible foreign exchange rates will be maintained, measures will be taken to lessen dollar dependance in commercial transactions

The group of solutions on salary and social insurance. Viet Nam will diversify forms of insurance including unemployment insurance.

The group of economic solutions. Focus will be placed on rules for different kinds of market, on relations between the Government and the people, punishments against wrongdoings by Government officials and civil servants.
