An online meeting presided by Prime Minister Nguyen Xuan Phuc on December 7, Construction Minister Pham Hong Ha said that despite of efforts in building social houses, it can not achieve its target in the national housing strategy.

As of November, 2016, the ministry finished 179 social housing projects in urban and industrial parks nationwide in 3.7 million meter square or 71,150 apartments. It fulfilled only 28 percent of the national housing strategy. It is forecast that by 2020, it needs one million apartments for low-income people in urban.

Construction Minister said that the sector can not achieve its target because relevant ministries and departments worked loosely and they have not implemented policies on social housing construction. Worse, there have been difficulties in balance of state budget and disbursement.

Additionally, locality administrations have neglected developing social housing projects, said the Minister. They have not considered social housing development as one of the national socioeconomic growth target ; in urban and industrial park planning, administrators have not allocated land for building social condos ( as per regulation, administrators must reserve 20 percent of land in commercial house projects for building social house).
