Authorized organs have listed a total of 70,362 foreigners working in Vietnam till December, of which only 39,825 had legal papers.

According to Nguyen Thanh Hoa, deputy minister of Labor, Invalids and Social Affairs, the above figures were much higher in actuality than listed by authorized organs.

In 2013, the ministry will try to raise the number of legal foreign workers to 60-70 percent.

At present, the Ministry is working on adding some clauses to a draft decree for the employment of foreigners in Vietnam.
