The plan calls on members nationwide to join the police in maintaining traffic order on the streets and local chapters to execute vocational training and employment promotion projects for young people.

The organisation decided to set up a programme to help young enterpeneurs as well as to provide consultancy on employment for some 3 million members and find jobs for some 2 million members.

By 2012, a rural internet network with 1,000 internet shops will be put into operation for rural youngsters to update their scientific and technical knowledge.

The congress overwhelmingly voted for two major ideological targets, which call for efforts to increase the membership to 7.5 million by the end of the term in 2012 and recommend 1 million members to the Communist Party of Viet Nam.

It also planned to launch a programme for children among young people.

Closing the congress, re-elected First Secretary Vo Van Thuong called on young people nationwide to uphold glorious traditions of the Vietnamese young generation and promote patriotism.

Young people should take a spearhead role in bringing the nation out of underdevelopment stage and speed up industrialisation and modernisation, said the youth leader.

He concluded by pointing out the core requirements for youth organisation leaders to be enterprising, renewal minded and influential to young people
