New tropical typhoon Talim is strongly operating northward offshore of the Philippines, reported the Japan Hydrology Meteorology Forecast Center.

Yesterday, the storm was centered at 16.6 degrees north latitude and 139 degrees east longitude of the northward of the Philippines’ Luzon Island.

Within next three- four days, it is predicted to operate strongly and enter the East Sea.

According to the National Hydrology Meteorology Forecast Center of Vietnam, the Northern provinces have suffered torrential rains and flash flood because of an influence of a low pressure trough being compressed by a continental high pressure system.

Provinces of Quang Ninh, Bac Giang, Lang Son, Thai Nguyen, Bac Kan, Cao Bang, Ha Giang, Tuyen Quang, Lao Cai, Yen Bai, Lai Chau and Dien Bien were warned to see heavy to heavy rains.

The People’s Committee of Quang Ninh province asked districts to quickly adopt necessary plans dealing with the current bad weather condition.

The General Department of Irrigation yesterday required departments of agriculture and rural development in northern provinces and irrigation management companies to carry out measures to avoid surging floodwater in rice and vegetable fields.
