The revised draft law on higher education (hereafter the Draft) is urgently sent by the National Assembly Committee for Culture, Education, Youth, Adolescents and Children to universities nationwide for opinions and recommendations. Yet in the Draft, many issues are not mentioned, one very important of which is the topic of autonomy in state-owned units, as stated in Resolution No.19 of the 6th Plenum of the Party Central Committee issued in October 2017.
