HCMC tightens control over health insurance spending

The People’s Committee in Ho Chi Minh City has sent its document to competent agencies and local administrations ordering to enhance control over health insurance spending citiwide.

According to the request, Social Insurance Agency needs to call for participation of more people especially voluntary participants.
Moreover, the agency has to assess health insurance spending in each clinic as well as analyze unreasonable spending increase compared to the same period last year and spending structure of other medical facilities in the same district.
The agency must have measures to control the health insurance fund not to exceed the approved estimation and discover unusual treatment cost. Furthermore, it must take preventative measures against mercenary reasons.
The Department of Health should pay visit to medical institutions to check and impose penalties on violations.
Additionally, the department should adopt measures to deter people from making profit on the health insurance fund; besides, it should direct medical clinics to follow treatment guidance on insured patients.
More importantly, it should direct infirmaries not to lengthen stay in hospital without necessary. After treating insured patients hailing from other provinces, it needs to transfer them to the initital facilities that patients registered before to reduce and cut treatment cost.
Medical facilities providing health examination and treatment to insured patients are responsible for premium managing and spending to ensure patients’ benefit as well as improve treatment quality.
Moreover, they should do the practice of saving in prescribing medicines, testing, and techniques plus building close coordination between wards in hospitals to post patients' medical records on their web portals sufficiently and accurately.
