President Ho Chi Minh  visits the Artillery Division 351 stationed in Tuyen Quang

Vietminh Front issued the book ‘Sun Tzu's The Art of War,’ translated by President Ho Chi Minh. In the introduction, the translator noted, ‘Ton Tu was the most famous military strategist of China. He was born over 2,000 years ago… Ton Tu’s theories are not only useful for military affairs but also for politics.’

During the month, President Ho Chi Minh was issued with a license that permitted him to travel around Yunnan by the Chinese nationalist General Zhang Fakui.

In the uniform of a Chinese soldier, President Ho Chi Minh met and contacted many Chinese political forces and Vietnamese residents in China. He also had chance to approach allied forces based in Pinyin.

President Ho Chi Minh paid a visit to the Artillery Division 351 stationed in Tuyen Quang, a province located in the northeast, at the center of Lo River's valley.

On the visit, President Ho Chi Minh told the artillerymen, “If you want to win, you must carry the cannons close to the target. If you can do so, you will be able to make a hundred shots, a hundred bull’s eyes.”

President Ho Chi Minh attended a meeting with members of the Politburo to discuss the implementation of the first national five year plans.
