A Ministry of Construction proposal seeks to provide housing for workers in industrial parks and families with a monthly income of below VND1.5 million in Ho Chi Minh City.

To be eligible to buy one of these 70-square-meter houses, a member of a poor family should work for a State company or be a soldier.
People who do not have a house or live in one with less than 5 meters a person will also qualify.
The proposal prohibits buyers from renting out or transferring the house.
The ministry has sought Government approval for its proposal.
To attract developers, HCM City is considering incentives like waiving land-use fees, income tax for four years, land rent, and VAT.
