City Leaders Discuss Measures for Development

The Ho Chi Minh City Party Committee on April 10, 2006 opened its conference, chaired by City Party Chief Nguyen Minh Triet.

In the first day, the delegates discussed the report by the Ho Chi Minh City People’s Committee about the city’s socio-economic achievements in the first quarter of this year, the tasks in the second quarter, and the Action Plan to carry out the five key programs and projects for the development of the city between 2006 and 2010.

Mr. Nguyen Thien Nhan, Vice Chairman of the Ho Chi Minh City People’s Committee, gave a presentation on the Action Plan, focusing on the following measures.

Thu Thiem New Urban Project

All work must be done this year for the development of this new urban area. The People’s Committee will work with the Ministry of Construction to agree on the implementation of the project. The People’s Committee will approve the compensation plan for affected people.

The People’s Committee is due to report to the Ho Chi Minh City Party Committee this July about the overall plan to develop Thu Thiem.

Saigon Hi-Tech Park Project

The Ho Chi Minh City People’s Committee will propose the Government to work out special policies for the Saigon Hi-Tech Park. For example, projects in the park will be national ones; administrative procedures will support activities of companies in the park; and the park authority will have autonomy in recruiting civil servants and determine their salaries. Measures will be mapped out to attract expertise, including Vietnamese experts and overseas Vietnamese.

Administrative reform and anti-bureaucracy program

Ho Chi Minh City will keep seeking to simplify administrative procedures. The public will be encouraged to supervise activities of State administrative agencies and local governments. Many surveys will be held to gather the public’s feedback. Teams will be set up to evaluate the effectiveness of administrative reform and achievements at each local government and State agencies, which will be announced via the media.

Computerization will continue playing an important role in this task. The accomplishment of e-government will keep going on.

The city will seek to crack down on harassments by civil servants in administrative issues. Especially, those who discover wrongdoings that harm the State budget will get rewards, which are based on the amount of money or properties reclaimed.

2006-2010 housing project

The city is determined to carry out many housing projects, and to manage urban zoning and construction effectively. The order of priorities for the projects will be announced. Zoning maps will be publicized to as many people as possible.

Efforts will be maintained in simplifying administrative procedures to support the housing projects and land management.

The city will issue rules on using financial tools to support economic growth. The economic model will be shifted towards industrialization and modernization. Therefore, human resources development will continue playing a significant role. R&D activities in science and technology will be further promoted.

City leaders have plans to build an economic information center to enhance the city’s economic growth. The city government will keep encouraging enterprises to improve their competitive edge.
