City Party Chief prompts preferential policies to attract highly-skilled people

The meeting saw the presence of Vice Chairman of the HCM City People's Committee Tran Vinh Tuyen and leaders of relevant departments and units.
Director of the HCMC Department of Transport, Tran Quang Lam said that the department has implement several high-tech application in the operation and management of the transport system in the city. Especially notable is the building of the intelligent transportation system (ITS) to supervise, operate and manage the entire traffic system in the city.
The center also provides information about traffic situations to drivers and offers route options for fastest trip or shortest distance via the website http://giaothong.hochiminhcity.gov.vn
The city’s Department of Transport will continue to complete the building of ITS which is regarded as the heart of the entire traffic system in the city in coming time.
The department’s director also mentioned difficulties in setting up the ITS, such as the lack of standards and assessment in IT sector and the general architecture for the intelligent traffic system; the limit of cost, stableness, bandwidth and security in hiring transmission infrastructure service from mobile network operators.
Secretary of HCM City Party Committee Nguyen Thien Nhan highlighted the municipal transport industry’s efforts, especially in building ITS, making the HCMC’s urban traffic management and control system occupied a leading position in the country and confirming the initiative of high tech applications in solving major issues in the city.
Accordingly, citizens have receive benefits from the ITS project in recent years. The center helps ease traffic congestions and provide people necessary information to avoid flooded area when travelling.
The municipal Party Committee’s leader asked the department to upgrade and develop the ITS’s forecast function when connecting to hundreds of cameras throughout the city.
He noted that the city needs to get references and experiences in building HCMC into a smart city, such as seeking experience from Seoul, South Korea to solve traffic jam.
He has agreed to install 90 traffic monitoring cameras at the major traffic points, using money paid for violations of traffic laws.
Mr. Nguyen Thien Nhan suggested the implementation of the second phase of the Intelligent Transportation System project should be carried out in districts with the high number of traffic accidents.
The municipal Party Committee Secretary asked the city government must build a policy to attract talents in developing HCMC into a smart city by using the National Assembly Resolution No.54 on piloting special mechanisms and policies for the city’s development. The city would give a high monthly salary, allowances and bonuses or benefits to encourage people with special talents.
