A target for Ho Chi Minh City until 2015 is that all experts and officials holding managerial positions in State agencies and organizations could use foreign languages to communicate.
This goal is part of a human resource development plan for industrialization and modernization in Ho Chi Minh City, set by the city’s Party standing panel.
Another detail is that between now and 2015, the city expects to get 500-1,000 postgraduates and doctorate holders in management sciences, key sciences and technologies for the process of industrialization and modernization.
Besides being able to communicate in foreign languages, experts and officials holding managerial positions in State agencies and organizations must hold at least a BA degree in their fields and their political science level must be at least intermediate.
As for ward and commune officials, by 2010, all chiefs and deputy chiefs of the Party units, all chairpersons and vice chairpersons of the People’s Councils and People’s Committees, as long as they are under 50 years old, must hold a BA degree and finish a middle-level course for State management.
Other ward and commune officials responsible for issues in administration, statistics, justice, finance, accounting, land, construction, culture and society must hold a middle-level certificate for their fields, together with a middle-level certificate in political science and State management.
