The Ho Chi Minh City Department of Labor, Invalids and Social Affairs has licensed more 651 foreigners working in the city so far this September.
The number shows a year-on-year increase of more than 30 percent.
The permits are largely for garment, leather and shoe companies, along with foreign-language training centers.
The city has so far licensed over 5,000 foreigners this year, however, the number of people who have not registered for work permission is still large, according to the department.
