In January, the police investigating team searched two of Quan’s houses in Tan Dinh Ward in District 1 and another in District 8 and found 390 bags of Fugacar; over 90,000 Viagra pills and 13 containers of liquid Viagra; 3,000 Cialis medicine- an oral drug that is used for treating erectile dysfunction; 22 fake penis, besides many other items to arouse sexual desire.

The above medicines are in use only in big hospitals and general hospitals in districts, given only under doctor’s prescription as per the Ministry of Health regulations. However, when tested, the drugs failed to meet national quality standards.

Quan told the police that he had been selling and buying these drugs since March 2011 without any licence. They were purchased from a man named Nghia but he did not know Nghia’s background.

Quan later sold these drugs to acquaintances in the central provinces of Thua Thien-Hue, Da Nang, Quy Nhon, southern provinces of Ba Ria-Vung Tau, Tien Giang and the highland province of Da Lat and some retail shops in his district.
