HCMC party chief prompts social welfare projects

Secretary of the Ho Chi Minh City Party Committee Dinh La Thang yesterday said that some projects might run behind schedule but those related to the life of citizens must be implemented drastically.

At a meeting in Binh Thanh district, he urged relevant sides to somehow find the way to have funds for implementation of social welfare projects instead of only waiting for the state budget.

The meeting took place in the afternoon after Mr. Thang conducted a field survey at polluted Xuyen Tam and Van Thanh canals, which have affected the life of thousands of households.

The 3.5 kilometer Xuyen Tam canal starts from Nhieu Loc canal and runs through Wards 24 and 15, Binh Thanh district.

According to secretary Nguyen Thi Thu Ha of the district’s party committee, a cleanup project has been approved for over five years. However implementation has been slow because of huge capital and others.

The Japan International Cooperation Agency has promised to finance about 70 percent of the total capital of VND5 trillion (US$224.2 million), she added.

Investor Hanoi-based Hanoi Ngan Nam Company has established a pre-feasibility report of the project.

Being present in the middle section of the canal at Alley 118 in Bach Dang street at 9:25 a.m., Mr. Thang talked over the phone with the company’s director and invited him to fly from Hanoi to HCMC to attend a meeting at 2 p.m. aiming to speed up the project’s progress.

At the meeting Mr. Pham Huy Thuong, director of Hanoi Ngan Nam Company and Mr. Pham Huu Son, director general of Transport Engineering Design Company (TEDI) presented many matters including investment project, design and capital and long term problems that have not been solved.

After discussing, delegates at the meeting opened an implementation direction in accordance with instructions by Mr. Thang to complete investment procedures by this year and the project by 2018.

Mr. Thuong said he was impressive to the city leaders’ way of working, so many things had been solved after a half and one hour flight and 40 minute meeting.
