PM asks ministries to largely open door for pork export

Prime Minister Nguyen Xuan Phuc on Saturday required the Ministry of Industry and Trade to guide provincial authorities applying largely open door policy for pork exports to solve difficulties for breeders, who have suffered unceasing price drop for recent months.

According to the requirement, provincial authorities should instruct local authorized agencies to only permit re-export of frozen pork and by products after domestic pork consignments waiting for site clearance at border gates in provinces have been exported.
The Ministry of Industry and Trade should coordinate with relevant agencies to order market management forces to intensify inspection and control over pork and by product import for re-export, ensure tight management and prevent commercial fraud and smugglings.
He asked the ministry to work with the Ministry of Industry and Trade, the Ministry of Foreign Affairs to strengthen negotiations to seek export markets for breeding products especially pork.
Mr. Phuc tasked the Ministry of Industry and Trade in coordination with the Ministry of Agriculture and Rural Development and provinces to instruct departments of industry and trades to work with businesses, processing establishments and slaughtering houses with store and processing ability to step up purchase, slaughtering and refrigeration in up summer months.
They should review all phases to reduce intermediary costs and the difference between purchase and retail prices, organize connectivity programs between businesses and production zones and intensify purchase of frozen products.
He required calling on enterprises under the price subsidization program to sign pork consumption contracts with breeding farms to create a stable supply source for the program and rationalize buying prices for breeders.
The State Bank of Vietnam has been asked to guide commercial banks to consider debt expansion, interest exemption or reduction for old loans and continue loaning households, individuals and organizations in demand of funds to develop breeding and production.
Prime Minister Nguyen Xuan Phuc tasked the Ministry of Agriculture and Rural Development to collaborate with relevant agencies to apply long term overall measures to guide localities to develop breeding efficiently and sustainably.
Of these, breeding development should accord with consumption markets. Advanced technologies should be furthered to increase productivity and quality, lower cost price and develop processing of breeding products to boost local purchasing power and broaden export market.
They should limit opening of new industrial feed processing establishments, reduce pig herb scale especially sows and adjust the quality structure of piglet herbs. Breeding methods should be suitable with each market segment.
The ministry and provinces should reorganize breeding into connectivity chains covering inputs, processing and consumption; take businesses, cooperatives and farm owners as motivation to well control quality, food safety and regulate supply and demand in the market of breeding products.
In addition, the agriculture ministry has been required to coordinate with authorized agencies and localities to propagandize and specifically work with processing businesses and large consumers such as industrial parks and armed force units to purchase and use domestic pork.
The ministry should work with the Ministry of Finance and provinces to instruct businesses to apply suitable technology and management solutions to save costs, reduce cost prices as well as inputs’ prices especially feed and veterinary medicines.
The PM asked provincial people’s committees to have measures to resolve difficulties, continue stabilizing and developing breeding in their provinces.
According to Mr. Phuc, the country’s breeding industry has developed quickly for the last years, sufficiently meeting domestic pork demand and gradually reaching out to foreign markets with diversified products, higher and higher quality and lower and lower cost prices.
The industry has positively contributed to the economy’s growth, he affirmed.
However since the end of 2016, breeding has developed too fast causing supply far exceed demand. Pork prices have deeply dropped affecting breeders, feed and veterinary medicine firms.
Both short and long term solutions are needed to clear the difficulties for the industry, he added.
