Prime Minister Instructs Rejudgement of Hai Phong Land Scam

Some officials of Do Son Town, Hai Phong City, who were involved in a land scam, were just warned and fined VND50,000 (about US$3) by the Hai Phong City People’s Court in the end of August.

“A citizen in Do Son Town stealing 2 flowerpots from the town party committee secretary Vu Duc Van was sentenced to 6 months in jail, while some people appropriating more than 100 land allotments worth tens of billions of VND were warned only,” complained Dinh Dinh Phu, a brave man who had denounced the scam.

Along with Dinh Dinh Phu, dozens of other locals in Do Son Town said that those from the People's Court in charge of the case violate the Law.

The discontentment was getting stronger when former director of the Hai Phong City Department of Environment and Resource Chu Minh Tuan, who was involved with the scam, was excused from criminal responsibility.

Conceivably, there is a corruption within the Hai Phong City and Do Son Town authorities. Though the case had been inspected by the investigative office, the People’s Procuracy and the People’s Court in Hai Phong City, the judgment was not entirely satisfactory.

Retired vice Chairman of the Hai Phong City People's Committee Vu Chi Thanh, who had given official approvals on giving out the land allotments, was not prosecuted.

It is supposedly said that the procedural agencies was influenced by the Hai Phong City authority.

Prime Minister Nguyen Tan Dung urgently instructed, on Friday, the Supreme People’s Procuracy Ha Manh Tri, the chief judge of the Supreme People’s Court Nguyen Van Hien to reopen the case. The result will be publicly announced.

The Prime Minister also put Deputy Prime Minister Truong Vinh Trong in charge of inspecting if the Hai Phong City People's Committee had intervened in the case. He must report to the Prime Minister in September. Meanwhile, Prime Minister Nguyen Tan Dung instructed the Minister of Public Security to re-check the conclusion of the investigative offices.
