The Vietnamese Government has issued Resolution No. 12/NQ-CP on traffic order and congestion prevention for the period 2019-2021.

One of the key missions being mentioned in the resolution is to improve the law system and policies on traffic safety order. Additionally, environmentally friendly safe traffic culture should be popularized to people from all walks of life.
The resolution also points out synchronous measures to limit personal vehicles by speeding up approved traffic infrastructure projects and operating Cat Linh - Ha Dong elevated railway system managed by Hanoi People’s Committee.
Hanoi and Ho Chi Minh City will carry out approved projects on ditching personal motorbikes in order to keep traffic order, preventing gridlock and pollution.
Along with this, the Government will build the national database on traffic accidents and violation in the field as well as impose harsher penalties on violators and tighten control of training and driving license issuance.
Moreover, the Government will increase management quality in transportation, construction, land and tourism to tackle traffic jam.
The Government also reset transport services, improve its capability and reduce fares to attract more passengers to travel by railway, rivers and aviation, says the resolution.
Last but not least, the government will enhance investment progress and development of the public transport system.
Accordingly, to curb traffic accidents and death toll by 5 percent to 10 percent and traffic congestion in major roads in big cities, the resolution requests all agencies and local administrations to follow regulations and implement projects on traffic safety.
Besides, the Government will encourage privatizing bus stations enclosing with commercial complex.
Furthermore, more compressed natural gas or electric buses, cars, passengers vehicles will travel all the routes to pick up passengers from railway and airport.
After 10-year implementation of Governmental Resolution No. 16/2008/NQ-CP of gradually easing traffic jam in big cities Hanoi and HCMC and seven-year implementation of Governmental Resolution No. 88/2011/NQ-CP on enhancing urgent measures in traffic order mission, there have been some achievements including reducing cases of traffic accidents in terms of cases, death toll and injury.
For instance in 2011 traffic accidents killed 11,349 people whereas traffic accidents killed 8,279 people in  2018.
Traffic congestion in big roads in Hanoi and HCMC has slightly eased gradually. 
Nevertheless, the number of dead and injured people because of traffic accidents is still higher than expected.  Gridlock and traffic jam in major roads in Hanoi and HCMC are more serious.
