According to the National Hydro Meteorological Forecasting Center, the tropical low pressure system was located 220km southeast of Hoang Sa (Paracel) Islands at 7am on July 19.

The system is likely to intensify and move northwestward towards Vietnam in the next two days.

In a dispatch sent to the coastal provinces from Quang Ninh to Ca Mau on July 18, the Central Steering Committee for Flood and Storm Prevention and Control and the National Committee for Search and Rescue, have instructed local authorities to remain vigil and guide fishing boats ashore or out of storms way.
