According to the information from the E-Commerce Department of Trade Ministry, the plan of general development of E-Commerce in the stage of 2006 – 2010 has just been approved, based on Decision No.222/QD-TTg of the Prime Minister, with four important targets expected to 2010:
1. 60% of large businesses including economic corporations, chains of general corporations will apply the B2B trading model (Business to Business) of e-commerce.
2. 80% of medium and small businesses will have B2B and B2C (Business to Customer).
3. 10% of households will use the B2C and C2C (Customer to Customer) for their retail business.

According to Mr. Tran Thanh Hai, Deputy Director of the Department, to reach the targets, it is necessary to concentrate in training and promoting E-Commerce to the people and businesses, improving the legal documents, providing public services and making public online purchases, developing the technologies, strengthening international cooperation and supporting the businesses in many ways.
