The municipal government previously has issued an administrative fine of VND15 million for the existing illegal constructions without a license to Tran Anh Vu, Ha Quoc Khanh and Nguyen Tran Khanh Ngan who are owners of the “Stairway to heaven” works in ward 11; and launched an order for the demolition of these buildings.
However the constructions’ investors opened them for the public but still have not received permission from the local authorities. Accordingly, visitors are required to buy drinks at the check-in points before entering the inner places and taking photos with the “Stairways to heaven”.
